Rehabilitation Enables Dreams (RED) Pretrial Diversion reduces recidivism and supports effective reintegration for non‑violent, first‑time misdemeanor or felony offenders. The program targets key criminogenic risk factors and is grounded in the Risk‑Need‑Responsivity (RNR) model, combining structured online learning with data‑driven monitoring to keep communities safer and courts moving efficiently.

Program Structure

RED Pretrial Diversion is a structured 180-day program designed in collaboration with prosecuting offices. Eligible participants are qualified, registered, and oriented on our online learning platform. Each participant completes a Level of Service Intake (LSI)—including necessary waivers for 1‑, 3‑, and 5‑year recidivism tracking—to identify root causes of criminogenic behavior and align individualized support.

  • Risk: tailor intensity of services to likelihood of reoffending using factors like employment and housing.
  • Need: target the specific drivers of criminal behavior with individualized assessments.
  • Responsivity: match delivery to learning style and motivation using diverse methods on RED’s platform.

After LSI, participants access courses and have up to six months from diversion approval to complete all required modules. RED tracks time‑on‑task, attempts, and completion; upon completion, a certificate is issued to the State’s point of contact.

Eligible Offenses & Participants

Non‑violent, first‑time offenders age 17+ referred by the prosecutorial office or judge, charged with:

  • Property crimes
  • Theft‑related offenses
  • Drug offenses

Participants consent to complete the six‑month structure from online registration and LSI through all modules, and appear at a compliance hearing unless the State opts to file an order of Nolle Prosequi upon compliance.

Curriculum Modules

  • Emotional Intelligence I — self‑awareness, anger management, emotional regulation
  • Emotional Intelligence II — social awareness, relationship skills, continued regulation
  • Bridge the Gap — constitutional rights, police‑citizen encounter simulations, legal awareness
  • Civic Education — civic duties, voting rights, government structure, societal impact of crime
  • Finance Fundamentals — budgeting, banking, credit, and planning to prevent money‑related offenses
  • Substance Use Disorder — mental, physical, and financial impacts of illicit substance use

Post Program

At the end of the full nine‑month process (enrollment through compliance monitoring), RED delivers a performance report covering engagement, growth assessments, and recidivism projections.

What is RED PTD?
